How Can I change country without Upgrading

I recently downgraded from premium to Free so I could join my family subscription, but I cannot now change my country.

My country is set to UK (where I used to live)

I want to change it to the US - the country my husband's is - and the family account is connected to.

But the only way to change the country is UPGRADE which I DONT want to as I want to change to our family ?

I'm stuck in a loop.
