To change the country you need to be physically in that location in order to do so. You can also read this FAQ about changing country settings.

I am in the other country I have been here for over a month but it doesn’t pop up also it is available in my country but I will be travelling to another country so I want to know how to change it so when I’m travelling I can use Spotify

In addition to LorenXK's comment, Spotify bases your location on the network you're connected to. Try changing network settings or contact your ISP for help, they might be able to assist you further.
