You should be able to change your country to whichever country your current IP address geo-locates you.
Do you live in Singapore or in Phillipines?
Are you using a proxy or VPN to access Spotify or the Spotify website?

As long as your phone has Philippine's IP address then you should be able to join her Family Account. And as long as it's not in the restricted internet.
