How to add a second premium account since family is not available in Canada

How to add a second premium account since family is not available in Canada?  We want to pay less for a second account for our daughter and somehow we saw it was possible to attach a second premium account for less in canada but I haven't found any way to succeed at doing so.  Please tell me how?

Technically, there are no discounts for additional users outside of countries where Family is available. If your daughter qualifies for a student discount, she can get half off. She has to be attending university.
