I cannot change picture of my profile and picture of my playlists

My Question or Issue

Hi, please help me with my problem. I am not able to change my profile picture nor pictures of my playlists. As I found, it should be possible from Desktop app. I watched few youtube tutorials but I don´t have there the option ("change button") as other users have. I am new on the spotify, so I have not tried it before. I have this issue from the beginning.

I also tried to uninstall the app according to your community tutorials and install the new latest version again, but no success. I also tested other devices (app on my laptop), but there is the same problem. 

Any idea? Is there another way how to change playlist pictures and profile picture?

I am really very dissapointed. I have found lot of posts with the similar problem from other users, lot of them with quite old date, but no solution... I had high expectations based on the good feedback from my friends and there are problems right from the start... ☹️ Can you please help me? Thank you
