Just be sure to add tags to your topic, otherwise it wouldn't let you post before add some. You can see them in the right on your screen : ) 

Also if you don`t know already, the playlist link should be pasted in the bottom of your message!

When i fill in the spotify url it recognises my playlist but when i press post it refreshes the page and says this

I have selected the tags but the post button is already hidden

This happens to me as well. There is only please add a tag button available. And even if I add tags the post button never appears.
