On my Android Phone it says "temporary" disabled. Damn, that was one of the reasons i upgraded 😞

Please as a first basic step, check out your connection and also try a reinstall of the app (using these steps) to see if that makes a difference.

If it continues, please provide a screenshot of any error messages you're getting as well as the Music Quality options as shown in your Settings. 

On top of that, i would need to know the exact make and model of your device, its OS and your Spotify version, in order to further look into this
