Lost mobil phone = four off-line users

We are three off-line users in my family. One of us lost his mobile phone. When getting a new one, using the same sim card, I got the message "more than three users are using off-line" - hence I am not able anymore to play off-line on my mobile phone. How to I get the system to understand that we still are only three users?
