Acredito que meu cartão atenda todos os requisitos.
Utilizo este mesmo cartão para assinar netflix e fazer compras na apple store.
Aparece a mensagem "parece que seu cartão está num mal dia, tente outra hora" algo assim.
Já tentei umas 4x em dias diferentes.

@felipesessa - Can't see any reason why it isn't working.
I would suggest opening a case with the payments team directly using the online contact form as they can often see more details about your payment method and why it is being declined. If PayPal is an option in your region, it might be worth attaching your card to PayPal then using that to pay.
If you get an automated email reply back directing you to the community or help pages, you need to reply directly to that email (even if its from no-reply) and one of the customer services agents will get back to you as soon as possible.

If you get an automated reply email telling you to check the Knowledgebase or the Spotify Community, you need to reply back to it, even if it's from a no-reply address. Spotify Support usually replies within 24-48 hours.

Estou com o mesmo problema. Venho tentando fazer o upgrade para a assinatura Premium há 3 meses e sempre recebo essa mensagem de que o meu cartão (tentei Hipercard e Mastercard) "deve estar num dia ruim".
Hoje (13/11/2016), tentei mais uma vez, no meu celular e no laptop, mas tive o mesmo problema novamente.
Resultado: cliente insatisfeito e a Spotify perdendo dinheiro.
Já enviei uma reclamação através do link do suporte que foi postado aqui. Estou aguardando o retorno do Suporte.
