Your account will simply revert to Spotify free and you will loose access to all premium features, but you are free to continue to listen to your playlists on the free service. But since offline listening is a premium feature, you can't do that. Ads will also appear while you listen on mobile.
The songs you have in "Your Music" section will still be available for listen, but only when you have an Internet connection. As a Spotify free user, you cannot download music for offline listening (no Internet connection).
If we are talking about mobile Internet connection (4G, LTE) then yes, if you download the songs on your wifi, then you won't use up your dataplan.
No, unfortunately the downloaded songs will be deleted locally.
