Offline files/playlists disappeared/unavailable offline

I am a premium user and have just returned from a trip away where wifi was not available. I planned on listening to my music in offline mode as I usually do.  But for some reason, ALL my playlists are not available offline anymore. Now I am home, I am having to go through the process of downloading them again.  I have searched the forums and it seems to be a common problem but I can see NO solutions and no responses by any moderators.  So what is the situation?  Am I going to have to do this regularly on all my devices?  Surely not???
