Paying too much

Why am I paying 12.99 for individual premium account when it should be 9.99? Cannot see any way to rectify being overcharged for plan I’m confirmed in.

Sounds like you're paying for Spotify Premium via iTunes. This subscription is more expensive, as it goes through a partner service and not directly through Spotify. 

If you want to pay the amount of 9.99$ for Premium Individual, you'd have to go through Apple’s steps to cancel the partner subscription and re-subscribe directly from Spotify. More info on how to do that can be found here.

If doing this will i lose all of my playlists or can i resign in through spotify with the same account and pay through them instead of itunes

No, when you cancel it just reverts you to a free account while you change.

Thanks for posting in the Community.

Your subscription status doesn't have any effect on the content saved in your account and you can use the same account for the new subscription. You'll only need to re-download your playlists for offline listening once you've resubscribed.
