Pending $10.59 charge

As the subject says, my account has a $10.59 charge pending when I tried to get the 3 months of premium for 99¢, I was prompted my account was not eligible for that promotion, "do you wish to proceed" and I clicked no but after closing out and checking my account I had found this pending charge. I don't have premium on my account so the pending payment shouldn't go through right? And how long will it take to find out?
