Premium Promo 3 months 0,99 € can't subscribe

I received a mail, saying I could subscribe for 3 months Premium for 99 Cents. When I try to subscribe, it says I couldn't use this offer.

But why for the new users can take the promotion and the already users no? I think is so stupid. No have sense. Spotify exist thanks of US, but everytime is like this. So anyway.... You have lose one client.... I know, is nothing for you, but think if many users do like me....
