You may check the country registered on your PayPal account matches the country set in your Spotify account. The problem can be from here.

Also, make sure your PayPal account is verified. Check out PayPal's help site for more info.

If this not work you can also try in a private/incognito window or try again tomorrow, it may have a temporary connection problem.

Finally, if nothing works, you can use a different payment option.
