Premium not charging to my Paypal account

When I try to redeem the 3 months for 99 cent ad, and I'm trying to pay with Paypal, I click "Agree & Pay", it doesn't charge me and takes me back to the screen to enter my zip code. I've tried using a different browser and I have funds in my Paypal account.. What seems to be the problem?

Did you have Premium before? Has the payment method been used for Spotify before?
