Can two premium accounts on spotify have their songs synced so both libraries would essentially be the same but two people can listen at the same time

Actually, that's possible. It only demands on the user by making the libraries essentially the same, but listening at the same time using different accounts. 

The feature of syncing your library with someone else's isn't available (yet). But I would encourage you to suggest it as an idea on the New Idea community section!
