It says Im usuing Spotify free but I have been paying $9.99 a month. Why would it stop or change?
Normally its caused by a duplicate account. Are you definitely logging in using the correct details? Its amazingly easy to have two completely seperate accounts one with a Spotify username and password and another using your Facebook details.

Im sure because I never log out. How do I get a hold of someone in Spotify to fix this?
Drop them an email using the online contact form and they will be able to check it out for you.
If you get an automated email reply back directing you to the community or help pages, you need to reply directly to that email (even if its from no-reply) and one of the customer services agents will get back to you as soon as possible.
