Profile picture gone and now can't upload or change

My Question or Issue

I was a premium member before and i had uploaded a picture for my profile now it was removed and i can't upload a new one or change it to something .. Already tried basic troubleshooting like uninstalling, logging out and back in still no change or upload button both spotify PC and android/ios app
