Russian account

Is it possible for someone living outside Russia to access their account created in Russia? Or alternatively migrate playlists to a new account?

As far as I'm aware, there's no such restriction that should prevent them from logging in.

They might have to update their account's country setting, though. More info on that can be found at https://support.spotify.com/article/country-region-settings/.
