I am a premium user and use spotifiy on 2 laptops and 1 mobile device. My saved albums are synchronized on one laptop and mobile device, but my second laptop does not show all saved albums and is not fully synchronized. I tried to turn off the application, I tried to log out and log in but no success. Can you please investigate, what is the problem?

That doesn't sound quite right.
Have you tried reinstalling your client? If not here's a step by step tutorial.
