I have a premium account in the United States, but it is being used by someone else, who I assume is from the Netherlands based on the music they listen to. I've changed my password twice and logged out of all devices 3 times but they keep getting on my spotify. They even deleted all of my saved music..has anyone else had this issue??

I'm sorry to hear you're having trouble with this. I'd recommend  checking out this Support article for the next steps to take. I'd especially suggest following the second group of steps as you mentioned doing the rest before.
