Someone using my wifes e-mail Address

Good evening,

My wife tried to sign up tonight to spotify, but on doing so she found that her e-mail address was already in use. She reset the password on the account only to find out that it's someone elses premium account which is being billed monthly.

She would like to (obviously) use her e-mail address for signing up, but now it would appear that this other person is locked out of their account, and there is no way for my wife to use her own e-mail address. What can she do in this case?

Also why isn't there verification of the e-mail address to ensure that this issue doesn't happen?
