Songs aren't available offline

I just downloaded Spotify yesterday, downloaded some songs, even synched a whole playlist for offline. 

Then I decided to try the premium for 30 days.  It won't let me make any of my playlists available for offline mode.  It just gives me the orange circle with an exclamation mark.  I tried deleting, reinstalling the app, same thing.  I'm connected to WiFi as well.

I have the exact same issue and problem.  I'm using my ACER laptop and my SamSung Galaxy S5.  I'm a premium user, so using wi-fi this should work.  Why isn't it?  Why can I not find a phone number to speak to a live person?  That is extremely frustrating!  I was being charge $11.00 and change each month and am now only being charged $9.99, as of this month.  I'd like to know why?  Can I be re-imbursed for the difference I've been paying for the past number of years?  Please get back asap.  Thanks.
