Spotify AdStudio in Belgium / billing country

Hi,

We're a brand based in Belgium and looking to advertise on Spotify. 

While testing a campaign setup I had to choose for the Netherlands as Belgium isn't an option in the list of billing countries/business address country. However, we're able to target Belgium and even more specifically Flanders, the Dutch-speaking part. Does this mean Belgian-based companies/brands can't advertise in their own country but from another country they can? I've heard and seen multiple ads on Spotify from big Belgian brands so I don't quite understand how they work around it then. Is Belgium the only country in Western Europe where AdStudio isn't available for or how can we work around this? The only information around billing I've found is regarding currencies and the euro is used in multiple European countries.
