Spotify Billed me but transaction failed

I don't have a spotify account but I was billed 11 dollars on my debit card after I used paypal to pay. The transaction failed so I don't have premium but I still got billed. I want my money back.

I'm very sorry to hear this. I'd recommend contacting Spotify Customer Support here. Once you've done that, please go to your financial institution to change your card/bank details to avoid this from happening again.
