Spotify Premium for Family - why "at the same address"

Why does Spotify premium for family say "All members must reside at the same address" (and not enforce that AT ALL)? We are thinking about it but wanted to do it with my brother and his wife. Also, several of us are moving soon. It would be silly to sign up when in a month or two we won't be at the same address as the rest of the family.

My mom was confused because she thought she heard an advertisement encouraging friends to sign up together.

It's pretty frustrating as we're trying to respect the wishes/agreements of Spotify as a company but that policy is counter to how most people are actually using the service.
