Spotify Premium w/o Facebook?

Is there any way to have my spotify premium account and have my Facebook deactivated?

Yes.

If you signed up through Facebook, you will have to make a new account. Go to the sign up page and choose "Create a new account with my email address" at the bottom.

If you signed up with a username/password, log in with those details and click "Disconnect from Facebook" at preferences.

But... Does one lose your playlists when signing up for a new account?

Yes. You will have to copy+paste them. If you have only a few playlists, it's easy to do that by yourself, but otherwise you should ask support to do it.
