Spotify giving poor service

Why is it that when I pay my money for Spotify premium they have restrictions on how many songs you can save and then a second restriction on how many songs you can download and listen to offline? Poor customer service, if we are paying for premium why aren't we allowed to have access to a music library with all the songs we want and the ability to download them?
