Student discount
In order to get the Student discount, do we need to pay the regular bill of 9.99 for the first month, than apply to see if we are eligible? The reason I ask is because I tried to get the student discount through these steps, https://support.spotify.com/us/learn-more/faq/#!/article/can-I-get-the-us-student-discount-if-i-have... , but on the 4th step I don't get that screen to sign up. I get another screen where it says "premium misses you get premium" and takes me to pay for the $9.99 monthly fee. I got premium already before but through the new years offer spotify had that gave me three months for $1.00.
Family discount
If I manage to get the student discount would I be able to use the family discount as well?

I am having the same problem when trying to sign up for spotify premium with the student discount. Step four of entering your full name and college never appears- it just goes straight to my account page saying premium misses you and that I should resubscribe at 9.99/month. Got hooked on premium during the 3 month $1 promotional. As a full time college student, I can't afford/budget $10/month on music-- but I'm intending to get it for $4.99/month if I can. If not- oh well!! I'll have to go back to just using free. I will definitely miss the offline playlists in the car 😞 but $10/month is just too much!!! Please get this issue fixed!!!!!
I had the same issue (still have it actually) and the only way to actually recieve the $4.99 rate/month is to wait while the webside dev team fixes it. My account was verified as eligible for the discount but I'm still prompted to pay the $9.99/month. So we can only wait until it's fixed which I believe should be in a months (or sooner) in time.
The family plan and the student discount offers cannot be combined. You can only have one or the other.

I've already contacted them, they just credited me a month of premium at no charge and said that in that time the issue should be fixed.
I have the same problem and I was charged the full $9.99 because of it.
I would contact them and explain your situation and see if they can issue a refund and maybe credit you a month at no charge.
