Student discount issues

I am a high school student taking college classes. I also have accomodations to use music to help me focus when doing independant work. We are trying to get the student discount on my mom's paypal. It goes through the information, connects to paypal, says processing then goes goes back to the beginning like we have to start over. I may not be in whatever ID system it uses to verify, but as a student, especially one who can use music in class to focus, should get the discount like a full time college student. I will have college credit for my high school classes. How do I get the student discount?
