My account & bank account has been charged $12.99 monthly & taking my money but I'm still on Spotify Free? why is this happening?

It sounds like you're trying to pay for Premium via iTunes.

Unfortunately, In-App-Purchases are disabled at the moment so it's not possible to purchase Premium via iTunes.

You can still purchase Premium here: https://spotify.com/premium 🙂
