Why i can't subscribe the summer promo? Is  only for new customers?

According to the terms and conditions:

If you have have subscribed to the Premium or Unlimited service or have taken a 30-day free trial offer or 60-day free trial offer previously, you are ineligible for this 3-for-1 Trial Offer. You may also be ineligible for this 3-for-1 Trial Offer if you have taken other previous trial offers offered by Spotify. The Spotify service may not be available on certain personal devices.

If you have an existing subscription, you can cancel it following these steps.

so once you have subscribed to an offer, lets say 1year ago, you are then ineligible for any offers after that the rest of the time you have spotify?

Yes, offers are available to users that have never had Premium on their account before (via a subscription or a trial).
