Try playing music from both devices at the same time. If you log into Spotify web player while they are playing do either of them show? If so whichever doesn't show is the problem device.
If the problem is on your Windows 10 device, try running Spotify with "Run as Administrator".
I was having this isolation problem with my Windows 10 PC for a few weeks until I tried this and now it syncs and shows all my other devices.
