Unable to link Spotify premium to Google Home

Just setup Spotify premium family, in UK.

Have latest Google home on a Samsung S9+.

Tried linking from Google Home app

Tried linking from Google Assistant

Tried linking from Google Assistant in Sonos app

In each case it opens the Authorize page on accounts.spotify.com (already logged in). Whether I confirm, or logout and back in on that page it does not change the behaviour. When I click agree I end up on an https://clients3.google.com/cast/auth/3p/done?status=error

If I check https://www.spotify.com/uk/account/apps/ it shows that Google has been added to the list of apps, but this doesn't seem to be getting back to Google.

Have tried removing Google from the list of Spotify apps, restarting all the apps on the phone, going into Chrome and clearing all cookies/site data without any luck

I'm afraid that doesn't match my case - I can see the option to link just
fine, it just fails when it completes

Tried clearing Chrome and a variety of other options without luck.

Factory reset a spare phone, added my Google & Spotify accounts and linked first time.

So it was presumably some bad state that I could not clear on the existing phone
