Unable to upgrade to premium

So I just created a new account using Facebook profile. I went to the spotify student link (https://www.spotify.com/us/student/) to upgrade to premium, after clicking on "Get Premium" it tells me: 

It appears that you are not eligible for the discounted product that you are trying to purchase. If you'd like you can still upgrade your account to premium at any time.

Underneath is "Start premium for 3 months for $0.99 info which asks me for credit card. After filling all the details it tells me

"Oops your credit card is having a bad day"

What should I do?

Have you tried to pay using another browser or computer?
