Using a foreign credit cards

I used to have premium when living in the US but I unsusbscribed before moving to The Netherlands. I would like to subscribe again and continue using with a US credit card for payment but it does not let me. I'm asks to switch the account back to the US site or to use a dutch credit card or paypal (which I don't have). 

Can I switch back to the US account and use it normally while living abroad?
