I have automatic renewal Spotify subscription with my Apple ID and was charged $13.95 on 9/18. But on 9/22 I was charged an additional $9.99 from Spotify as well.

You need to contact Spotify support:
https://support.spotify.com/contact-spotify-support/
Select these options: Subscription -> I've been charged twice -> I still need help
If they will reply with a no-reply email, reply to it, even though it is a no-reply.

Hello! The last month I was charged twice, and this month they charged me once, but 2 days after, they canceled my subscription because they think I didn't pay. I need some help ..

Subscription -> I paid for Premium but my account is still on Free -> I still need help
