Why can I not Change Country

I need to change country to be able to continue paying for premium but it wont let me and it wont let me pay with a credit card outside of the listed country, please help.

Can you let me know if you have performed the steps listed here:

Also, the card you are paying for premium with must match the country you are currently in. It may also help to first delete your cookies/cache and try to update using an incognito browser.
