Whenever I go to play music on my device it pops up and says "Now Playing On Web Player(Chrome)", I once used this device for music then I deleted it. So why is my account still being used by a device that I don't even have in my possession anymore? It is annoying because it changes my song or skips my song as if someone else is in control of my account.

In regards to your issue, it's not just as if someone's in control. Someone out there is probably in control. It's best to reach out directly to Spotify Support. They can be reached through their Twitter @SpotifyCares ( https://twitter.com/SpotifyCares?s=09 ) or through the online SpotifySupport ( https://support.spotify.com/us/contact-spotify-support/ )
