If your account is registered in the UK and you're currently abroad and the account is on Free service, I believe you won't be able to access your account especially if you're more than 14 days abroad. Best bet here would be for you to get in touch with Spotify Customer Support and they can switch your country to wherever you are at for a moment. Once they'v edone that, you should be able to log in to your account and update your payment/upgrade to Premium with your English card.
You'll receive that error message if your account is on Free service. You've mentioned some payment issues, I'm thinking your most recent payment didn't go through and so your account reverted to Free. That's why it's saying you're more than 14 days abroad.
