Not receiving any notifications at all.

About a year ago i was getting notifications for my playlist and new music, however. After i changed to premium my account stopped receiving any notifications at all. Is there something wrong in my settings? is this a server bug?

I followed the steps to unsubscribe from premium but when Im asked with the questionare about why and how would I rate spotify, I cannot move forward. Either way i click submit or skip it just greys out and cannot move forward.
