can not change my country

Israel user here.

had a spotify account listed as US, now cant change it to Israel because country box is greyed out...

zip code is 3095109

Hi @eyemsogr8, welcome to the Spotify Community!

You should be able to change your country settings with these steps. We suggest that you do it from a computer, using a Google Chrome incognito window. 

However, keep in mind that if you have a Premium subscription active at the moment, you won't be able to do it. In this case, you must cancel the Premium service and wait for your account to go back to the Free service. Then, you'll be able to change the country in your account or subscribe with a payment method from Israel.
