 can't change my country to Taiwan under account profile

That's odd. If you're right now in Taiwan, you should be able to change your country settings without a problem. Could you give it another try wit these steps. We suggest that you do it from a computer, using a Google Chrome incognito window. 

Also, make sure that you don't have any VPN connections active on your device while you try to make the change as this might affect your IP and the process itself.
