can't purchase premium

i cannot sign up for premium eventhough there's nothing wrong with my card or card provider and i'm a student but i'm not eligible for student premium??😳

I had some troubles with this and there was nothing wrong with my credit card. I just delete all temp information from Chrome and goes fine. Just delete all cookies, cache and temp data.
