Just to confirm, since your account is currently on Free, you'll need to subscribe to Premium to make this change possible.

You'll have to add a payment card from the country you're trying to change the account to.

My account is currently on premium I believe. I was paying for it while I was new Zealand

From what I can see your subscription has run out.

I'd recommend getting in touch with the team @SpotifyCares on FB or Twitter.
