Can't download local songs to my Android

My Question or Issue

When I try to download a playlist with local songs to my Android, it just keeps in "waiting for download"

Both devices my PC and my phone are connected to the same WiFi network and has the latest version of Spotify. 

I've had already downloaded the same playlist with the same local songs before (a couple of months ago), with no problem, but I had to uninstall Spotify due to an issue. I really don't understand why now I can't

There might be an issue with the playlist itself. To see if this is the case, could you try creating a new playlist and copying the contents of the original playlist with the local songs into the new one (this can be done most easily on a desktop computer)?
