Can't play songs in a particular playlists

I've been searching for local songs from my country (Philippines) and I found plenty in Spotify, though it's quite annoying that some of them are not playable. WindowsAndroidAndroid

I've tried both the Windows app and the Android app but none can play this particular playlist 😞 can somebody tell me why? Or if there is a solution. 

Also, from the same artist, I've checked some of their albums, and they're also gray in color and unplayable.

But a complete album of the Artist in the picture is playable? 😞 Is it possible that they're not allowing fans to listen to just this particular playlist? I've also found other songs that aren't playable 😞
