Cant Sync My Local Files on Android

When I  go to sync playlists to my Galaxy S3 on my computer, the little checkbox unchecks a half second after i click it, and my phone says "must be a premium subscriber to download music." This happens to local files in playlists too.

Hi. Are you a premium subscriber? Does it show "Spotify Premium" at the top of your desktop client?

I am Not a premium subscriber.

also I apparently can only sync all music. whne i click a chaeckbox, it immediately switches from "manually choose playlists to sync" to "Sync all music to this device."

Using Spotify on a mobile device is only possible with a premium subscription, I'm afraid. This explains in more detail.

obviously. the issue is i cant sync the songs that are local files, as in the files are on my computer, to my phone, which has the spotify app. it has worked in the past. i shouldnt need spotify premium to move MY music.

Sorry, yes you should be able to synch local files. Please follow the troubleshooting steps here and here. Shout if you still have problems.
