Cant download songs on my wifi

i have a premium account, and for a long time now downloading my songs on my phone worked just fine. lately though, it wont download anymore. it says 0 of 1751 or 1 of 1751 downloaded and stays like that. i checked, it doesnt draw any data so it isnt actually downloading. i tried everything. uninstalling the app, log out everywhere, remove all offline devices on my account, tried to just download a small playlist. nothing worked. still same problem.

on my mobile data, downloading seems to work just fine. 

anybody got an idea?
